General Information
This CATS+ Program, which began in 2012, is comprised of multiple Master Contracts with select Master Contractors.
IT-CNP has been awarded Consulting and Technical Services + (CATS+) master contract number 060B2490023, offering a full range of technology, security and cloud hosting support services. Our certified project managers, security engineers, and technicians train in multiple technology disciplines and continuously enhance their skills. We proudly offer a single source for your fully-managed cloud infrastructure and associated professional services needs.
Through the CATS+ contract vehicle, federal agencies can obtain the products and related services they want, when they want them, without the need of dealing with traditional procurement delays.
Functional Area 1 - Enterprise Service Provider (ESP)
Services to ensure that information systems are designed to capitalize on agency architectures and State IT standards, provide interoperability with other systems and networks, be reliable and maintainable, and make the most cost-effective use of COTS technology and agency-wide and government-wide resources. Services include delivery of stated levels of performance, interoperability, and maintenance support within the known constraints of an agency’s IT infrastructure or testing the appropriate configurations of two or more hardware or software components of information systems or telecommunications networks.
Functional Area 2 - Web and Internet Systems
A broad range of business solutions and support using the capabilities of the web and Internet; design, develop, test, implement and maintain web sites, portals, web applications and web services and the associated hardware, software, network and security components that comprise these solutions. Services include design, development, testing, implementation, hosting and maintenance of secure and accessible web and internet systems such as web site portals, web applications and web services, scalable security solutions for web and internet services at the network and application level, user authentication and single sign on (SSO), application firewalls, intrusion detection system (IDS) monitoring, public key infrastructure (PKI), implementation and customization of web services and other COTS solutions for the internet including, but not limited to electronic commerce/electronic data interchange (EC/EDI).
Functional Area 5 - Software Engineering
Service to provide full life cycle of a software system development. Process definition; requirements management (project planning, quality assurance, project tracking and oversight, organizational process focus); software metrics; software process assessments; software capability evaluations; software project management; software certification; software validation and verification; open systems; software architecture; software reengineering; software reuse; component based software; software security; supervising software configuration management; and CASE tools. Services include system, applications maintenance and troubleshooting, analysis of complex system design, utilization of software tools and subsystems to support software development and support (using formal specifications, data flow diagrams, and other accepted design techniques and tools), integrate and test software components.
Functional Area 6 - Systems/Facilities Management and Maintenance
Systems/Facilities Management and Maintenance services include: Data Center Technical Support/Operations, and Help Desk. At the State’s discretion, these services may be required to be provided externally to the requesting agency. Services include development of user manuals, programmer maintenance manuals, system design documentation, providing support services to maintain operational data storage and retrieval applications resident on diverse computer platforms, implementation and maintenance of backup and disaster recovery systems and processes, providing assistance and help to users in functional areas, limited training, migration of data, data cleansing, data conversion and manipulations management, installation and maintenance of fire suppression, UPS and HVAC systems, analyzing and assessing equipment and performance degradation, including determination of hardware, software, and/or other technical changes necessary, supporting security of information and computing resources at all organizational levels including software/application and data security support, disaster recovery planning and risk assessment.
Functional Area 7 - Hardware/Software/Application Security Support
Strategies and solutions to defend hardware and software IT and telecommunications resources against adversaries such as viruses, worms and hackers for operating systems and applications in a mainframe, client/server, or networked environment. Services include providing operational and analytical support related to security for computing platforms and networks, analyzing and evaluating new and emerging security technologies and vendor security products for their applicability and feasibility of use in securing hardware/software IT and telecommunications resources, supporting customer security operations, including assisting customers with analyzing, developing and implementing security methodologies and safeguards to protect their IT and telecommunications assets, disaster recovery planning and risk assessment in support of the mitigation of risks to IT and telecommunications systems and infrastructure, review and upgrade of disaster recovery, continuity of operations plans, contingency plans, and risk assessments, and identification, development and implementation of advanced mitigation strategies to increase the effectiveness of system operations.
Functional Area 8 - Application Service Provider
Combination of software, hardware and networking technologies to offer hosted service-based applications. Services include support of applications such as finance, human resources, e-commerce, procurement, materials management, production, order management and other legacy systems, collaboration and automation tools, web hosting, cloud hosting, knowledge management, back-office solutions, e-business and e-commerce applications, data warehousing, information services (e.g., financial information, and legal research), and implementation and customization of hosted applications.
Functional Area 9 - IT and Telecommunications Financial and Auditing Consulting Services
The IT and Telecommunications Financial and Auditing Consulting include the following types of services: cost and financial analyses, information systems auditing and quality assurance and telecommunications systems management. Services include performance or validation of quality assurance audits (including IV&V) of IT systems during the development process and report to a State agency on findings and recommend mechanisms to correct the issues identified in the audits, providing assessments of configuration and performance of telecommunications systems, monitoring the implementation of accepted recommendations or improvements.
Functional Area 10 - IT Management Consulting Services
The IT Management Consulting Services include any of the following types of services: IT enterprise architecture, systems review for architectural consistency, strategic planning assistance, project management services, vendor assessments and risk assessment analysis. Services include
assessment of system design of applications, assessment of risks related to systems development plans and change proposals to existing and target architecture at the systems and enterprise levels, provide project planning, task prioritization, budget/cost analysis, scheduling, projections of staffing requirements, and performance measurements, assessing risks and review technical risk assessments of an IT project, including subsystem designs, architectures, and computer systems in terms of their impact on costs, benefits, schedule and technical performance, performing cost and schedule risk assessments to support various alternatives to meet mission need, and recommending opportunities for new technology modernization, and providing fraud detection and prevention expertise on services to internal and external customers.
Functional Area 17 - Documentation/Technical Writing
Develop and/or maintain the following types of documentation: system documentation; user manuals; computer operations and program maintenance manuals; plans for training, testing, quality assurance, and contingency operations; and backup, recovery and restart procedures; technical writing for proposals, presentations, standard operating procedures (SOP), policies and procedures. Sample services include development of system documentation, database design, security and internal control specifications; standard operating procedures; SDLC documentation, security policy and procedures.
